This study on Household Income and Expenditure Surveys is one of a series of technical studies undertaken by the Statistical Office (now Statistics Division) of the United Nations in pursuance of the National Household Survey Capability Programme (NHSCP) to assist developing countries in the organization of household surveys. The ECOWAS Poverty Profile is one of the outputs of the United Nations Development Account project "Strengthening statistical capacity building in support of the Millennium Development Goals in the region of the Economic Community of West African States", jointly carried out by the United Nations Statistics Division (UNSD) and the Commission of the Economic Community of West African States (ECOWAS), in collaboration with the United Nations Economic Commission for Africa (UNECA) and the national statistical offices of the ECOWAS member countries. |
In recent years there has been a growing demand for, and use of, poverty statistics in the ECOWAS region, as well as an increase in national capacity for using such data for country assessments and poverty reduction strategies. However, the scarcity of comparable statistics on poverty in the region has remained a critical area of concern in the ECOWAS Commission's efforts to harmonize statistics in the region. The capacity of NSOs to collect data on poverty on a regular basis varies from country to country, as do the methods of data collection and poverty measurement. This report, the first of its kind in the ECOWAS region, is an important step towards building harmonized poverty statistics in the region. The various country practices in data collection and poverty measurement provide a comparative frame within which individual countries can assess their own methodologies. Moreover, understanding how each of the countries in the region defines and measures poverty is a first step toward realizing the goal of more harmonised statistics in the region.
This report is envisaged as a tool for sharing information on practices in poverty measurement in the ECOWAS region and as a reference guide for national statisticians, researchers, and policymakers. Beyond the inventory of country practices in data collection and poverty measurement, the report presents poverty profiles for each individual country, highlighting the main trends and patterns observed in the region. The ECOWAS Poverty Profile will be further enriched by the countries in the region as they overcome the challenge of regularly collecting, analysing, and disseminating comparable and quality data on poverty and poverty-related factors. |

This database contains detailed time series of national accounts statistics according to the 1968 United Nations System of National Accounts (SNA68), comparable to the data published in the annual publication of National Accounts Statistics: Main Aggregates and Detailed Tables. The data are provided as ACCESS or ASCII files on CD-ROM. Documentation is provided for decoding the records. Coverage is not homogeneous among countries and tables but generally improves over time. Pricing for subsets of the database and years earlier than 1970 can be provided on request. More recent data up to 2001 is available by special request and extraction from the new SNA database based on the 1993 SNA questionnaire. It contains data compiled according to the 1993 SNA or 1968 SNA methodology (in case of the still large but decreasing number of countries which use 1968 SNA). For the main aggregates, the new 1993 SNA database contains recalculated data starting as early as 1950, which have been compiled through conversion of data from the historical database. The International Standard Industrial Classification of All Economic Activities (ISIC) is the international reference classification of productive activities. Its main purpose is to provide a set of activity categories that can be utilized for the collection and reporting of statistics according to such activities. Since the adoption of the original version of ISIC in 1948, ISIC has provided guidance to countries in developing national activity classifications and has become an important tool for comparing statistical data on economic activities at the international level. Wide use has been made of ISIC, both nationally and internationally, in classifying data according to kind of economic activity in the fields of economic and social statistics, such as for statistics on national accounts, demography of enterprises, employment and others.
This fourth revision of ISIC (ISIC, Rev.4) is the outcome of a review process that spanned several years and involved contributions from many classifications experts and users around the world. This process resulted in an ISIC structure that is more detailed than the previous version, responding to the need to identify many new industries separately. The relevance of the Classification has been enhanced with the introduction of new high-level categories to better reflect current economic phenomena. |
