There is no single approach to how SPEs should be treated, even though the main principle to be followed is that the SPEs should not be automatically excluded from the target population, as they carry out important economic transactions with their respective parents or associated enterprises. SPEs should be excluded only if they had no turnover and no employment during the reference period.
